Transaction times/fees question.

Are transactions not being processed due to inadequate fees? Years ago, Bitcoin was being marketed as excelling at micro payments. I've been out of touch for a few years. What about people that run a Bitcoin core wallet? Don't they get paid nothing, download the whole blockchain and serve to confirm transactions? If they get paid nothing, shouldn't they be able to confirm low or no fee transactions for free?

I've got an old Bitcoin core wallet that I sent btc to years ago but the wallet was out of sync. I have done this years before and the wallet reads "invalid payment request" . In years past, as I synced the wallet the transaction appeared. I hope it works this time but am concerned with the fact that the addresses associated with this wallet read 0 btc on blockchain.org. It says they've never been used.

So, if nothing was sent to this wallet, why do I get the same "invalid payment request" error that has always meant that i need to sync?
