Thin Nodes running on Digital Ocean — why??

I run a full node uptime 24/7, low-latency and unmetered bandwidth on a 100Mbps pipe. Recently I've seen a fairly large spike in connections from BitcoinJ clients, mainly from DigitalOcean, and have just added an iptables rule to block incoming port 8333 from 138.197.0.0/16 which is the main DO CIDR so that my node can service other nodes rather than being flooded from DO.

So my question: why do these nodes actually exist, en-masse and hosted with the same VPS organisation on the same network ASN, unless they're there purely to bump the node-count numbers for whatever reason (political or not)?
