Can someone explain to me why Bitcoin can’t be sanctioned effectively by governments

Ask the question states. This question and dawned upon me when I realise that tornado cash was sanctioned was the first smart contract protocol to my knowledge to be sanctioned by a government. And it got me wondering if the able to sanction a smart contract piece of code even though it is irrational by definition. A similar thing in theory could've happened with Bitcoin. If regulators want to defeat Bitcoin, surely they could have sanctioned the Bitcoin source code and make it illegal?
